In December 2012, Petrofac was awarded two engineering, procurement and construction (EPC) packages for Saudi Aramco’s Jazan Refinery and Terminal project – the driver and anchor of a huge industrial infrastructure project designed to underpin the development of Jazan Economic City in the remote southwest corner of Saudi Arabia. Petrofac’s contract covers the construction of tank farms in the north and south areas of the refinery complex.
When complete, the refinery will produce around 400,000 barrels of oil per day and have associated terminal facilities on the Red Sea near Jazan in the south west of the Kingdom.
Together with the EPC contracts we were awarded for the Petro Raqbigh Phase II project, these are some of the first major awards made by Saudi Aramco under its In-Kingdom EPC programme.
Delivering in-country value
Local delivery has always been key to the way we work – we employ local people, work with local suppliers, and develop local capabilities.
All of the engineering work for the Jazan project has been led from our Al-Khobar office and more than 90% of the equipment and materials we need at Jazan have been purchased from local Saudi firms.
Our Saudi Future Generation Programme provides engineering, construction, supervisory and safety skills training to develop local Saudi talent and create sustainable skills within the community. The programme includes learning technical trades such as carpentry, welding and pipe fitting, as well as learning technical English.
To date, 250 young Saudis have completed our formal training programme at Jazan and moved on to ‘on the job’ training. Petrofac engineers have also been mentoring 80 Saudi graduate engineering trainees.
